Pilot cars are required for vehicles over 16' wide traveling on the Interstate highway system, or over 20' wide on the state highway system. A vehicle exceeding 10' wide must be accompanied by a front escort when operating on state highways in the Black Hills area. Escort vehicles are required in front on two-lane highways or in the rear on divided highways; the permit-issuing authority may also require escorts because of route limitations, traffic conditions, or unusual vehicle configurations. Loads up to 16'6" high may travel continuously on Interstate highways with no escort specified.

Only single-trip permits are issued for overweight movement on Interstate highways, required whenever GVW exceeds 80,000 lbs (this does not allow exceeding legal axle weight, legal tire weight, the Bridge Weight Formula, or the vehicle's licensed weight). For a single-trip OS/OW permit, if the vehicle exceeds 40,000 lbs (2 axles), 60,000 lbs (3 axles), 80,000 lbs (4 axles), 85,000 lbs (5 axles), 90,000 lbs (6 axles), or 95,000+ lbs (7+ axles), an additional overweight fee of 2 cents per ton-mile applies to the excess weight. A Longer Combination Vehicle (LCV) permit allows up to 129,000 lbs GVW, provided axle and axle-group weights are not exceeded, no semitrailer weighs more than 3,000 lbs more than the trailer ahead of it, and axles 8 feet or less apart weigh within 500 lbs of each other.

A Temporary Fuel Permit ($20, valid 72 hours or until leaving the state, whichever comes first) applies to carriers without proper IFTA decals — mileage and tax-paid fuel purchased under it must still be included on the quarterly return, and the permit should be retained for audit. A Trip Permit ($15 per trip) covers a single intrastate trip and can be obtained through the 24-hour Permit Center at 605-698-3925.

An overdimension-only violation is a Class 2 misdemeanor, punishable by a $200 fine and/or 30 days in jail. A vehicle overweight on a tire, wheel, axle, or axle group may not proceed until made legal (by shifting or unloading), and a civil penalty applies on top of the misdemeanor.

Travel is permitted from 1/2 hour before sunrise to 1/2 hour after sunset, including Saturday and Sunday. Overweight-only loads may operate 24/7. Loads not exceeding 10' wide, 14'6" high, and 110' overall length may travel Interstate highways continuously. Any specific restrictions are noted on the permit.

A banner is required for loads exceeding 95 feet long or 12 feet wide, or when operating at night (nighttime operation requires reflectorized or lighted signs) — reading "OVERSIZE LOAD," "OVERSIZED LOAD," "WIDE LOAD," or "LONG LOAD," at least 18 inches high by 84 inches wide, legible at 500 feet, with 10-inch letters and a 1 3/8-inch brushstroke on a yellow background, mounted front and rear. Red or orange flags 18 inches square are required on all corners of vehicles/loads wider than 8'6", and at front/rear projections of 2 feet or more (one flag if under 2 feet wide, two if wider).

Tire chains or "sufficient traction devices" are allowed when conditions tend to cause a skid. Mounted tires must not show a cut into the fabric or worn fabric visible, knots or bulges in the sidewall or tread, or a tread depth under 2/32 inch in any two adjacent grooves; front axle tires on vehicles over 26,000 lbs gross weight need a minimum of 3/32 inch tread on two adjacent grooves.

Don't speed — fines are doubled in work zones. Stay alert, pay attention (avoid distracting activities including cell phone use), expect the unexpected, be prepared to stop, don't tailgate, and be patient.

An annual permit allows movement of a licensed motorized vehicle towing a manufactured home on state trunk highways; the permit vehicle may not exceed 15' in height. The manufactured home (excluding nonstructural appendages and safety devices) may not exceed 16' wide or 80' long; including appendages (except safety devices), it may not exceed 16'6" wide or 80'6" long. The towing vehicle must be sufficient size and power to safely handle the move and maintain posted minimum speeds — homes 8'–10' wide need a tow vehicle of at least 6,000 lbs GVWR; 10'–12' wide need at least 8,000 lbs GVWR; 12'–18' wide need at least 9,000 lbs GVWR. The permit is not valid if wind velocity exceeds 25 mph, and the permit holder must confirm no width or height restrictions block the proposed route before moving.
