One civilian escort is required for any move exceeding 14'6" in width, 110' in length, or 14'6" in height, whenever additional warning is required crossing a highway, or when the Department's Bridge Office or District investigation deems it necessary. Two civilian escorts are required for moves exceeding both 14'6" width and 14'6" height, both 14'6" height and 110' length, or both 14'6" width and 110' length (or per investigation). Three civilian escorts are required for moves exceeding 16' width, 145' length, or 18' height (or per investigation). Illinois State Police escorts are required for moves exceeding 18' width, 200' length, or 18' height, for overweight moves requiring a bridge to be cleared of other traffic, or for unusual moves needing extra traffic control.

Legal maximums are 20,000 lbs single axle, 34,000 lbs tandem axle, and 80,000 lbs GVW — two consecutive tandems may each carry 34,000 lbs if the overall distance between the first and last axles is 36 feet or more. With a permit: a 6+ axle tractor semitrailer combination may reach 120,000 lbs (48,000 lbs on the drive tandem, 60,000 lbs on the trailer tandem); a 5-axle combination may reach 100,000 lbs gross (48,000 lbs max on either tandem); a 4+ axle vehicle with 23'+ axle spacing may reach 76,000 lbs gross (44,000 lbs on the tandem, 44,000 lbs on the other axle); a 3+ axle vehicle with 18'+ spacing may reach 68,000 lbs gross (20,000 lbs on one axle, 48,000 lbs on the tandem); and a 2-axle vehicle is capped at 48,000 lbs gross with neither axle exceeding 25,000 lbs.

72-hour IRP trip permits are vehicle specific; Illinois allows up to 3 trip permits per vehicle before an apportioned (IRP) license must be purchased, with no more than 3 issued per vehicle in any 12-month period. In lieu of an IFTA license, a Single-Trip Permit lets a carrier travel into or through Illinois for a 96-hour period without motor fuel use tax registration — it must be purchased before entering the state.

Refusing or failing to stop and submit to weighing, or removing part of the load before weighing, carries a fine of $500–$2,000. Overweight fines are incremental: the fine for the first 2,000 lbs over is $73, increasing $75 for every additional 500 lbs up to 24,000 lbs over (a $3,975 fine); beyond 24,000 lbs over, the fine increases an additional $75 for each 500 lb increment.

Loads up to 14'6" wide, 15' high, and/or 145' long may move from 1/2 hour before sunrise to 1/2 hour after sunset, 7 days a week. Loads exceeding those dimensions may move in that same window Monday through Friday, and from 1/2 hour before sunrise until noon on Saturday; Sunday movement is prohibited. Movement is also prohibited on New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas Day, and not later than noon on the day preceding a holiday or holiday weekend. Overweight-only categorical permit moves are allowed with no time restrictions.

"OVERSIZE LOAD" banners are required for all loads exceeding legal width — 7' long, 18" high, black 12-inch letters with a 2-inch stroke on a yellow background. All-around 18-inch clean bright red flags are required on all four corners of the extremities and any protrusions/overhangs. An illuminated rotating, oscillating, or flashing amber light is required on top of the vehicle (and rear of the load, if necessary), visible at 500 feet in all directions in normal sunlight, operating during movement.

Tire chains of reasonable proportions are permitted for safety in snow, ice, or similar conditions. A pneumatic tire is deemed unsafe if it has any exposed ply or cord, a tread/sidewall crack or interruption deep enough to expose a ply or cord, any bulge/knot/separation, tread wear indicators flush with the surface in 2+ adjacent grooves at 3 spaced locations, a "not for highway use" or similar marking, or has been regrooved below the original tread depth (except approved regroovable tires). An officer may require a tire inspection on reasonable cause of a violation.

Permits may be issued for non-divisible loads as single-trip or limited continuous operation (annual) permits. Permitted vehicles are allowed a scale tolerance of up to 2,000 lbs on a single axle, 3,000 lbs on a tandem axle, and 5,000 lbs gross weight above permitted limits. The Department may authorize otherwise-ineligible movements in cases of extreme necessity — livestock, hazardous materials, liquid concrete in a mobile mixer, or hot asphalt.

Use caution driving through work zones — obey all speed reductions, signs, and lane restrictions, and be alert for workers. A first offense for speeding in a work zone carries a $375 fine, a second offense $1,000; striking a road worker can carry a fine up to $10,000 and 14 years in prison.

Minimum tow vehicle sizes: a passenger car for an 8-foot-wide home; a 3/4-ton truck for homes over 8' up to 10' wide and up to 70' overall length; a 1-ton dual-wheel truck for homes over 10' up to 12' wide and up to 115' overall length; and a 2-ton dual-wheel truck for homes over 12' wide up to 115' overall length. The maximum manufactured home, modular home section, or oversize storage building combination that may be moved in Illinois is 16' wide and 115' long including the towing vehicle; movements under a limited continuous operation permit are capped at 15' high. Manufactured home frame permits (including stackable frame limited-continuous-operation permits) are available for frames loaded on regular, lowboy, or specially designed semitrailers. In a declared disaster area, house trailers may move without a standard permit if they do not exceed 12' wide and 85' combination length.
