The standard document set for a commercial crossing
A typical cross-border commercial shipment requires a commercial invoice describing the goods and value, a bill of lading, a cargo control document tying the shipment to its eManifest filing, and — for goods claiming preferential tariff treatment — a CUSMA (USMCA) certificate of origin, which has its own specific data requirements to be valid.
Why one missing document holds up the whole load
Customs clearance is effectively an all-or-nothing check against the required document set for that specific commodity and shipment type — a single missing or incorrect document (like a certificate of origin that's missing required fields) can hold the entire load, regardless of how complete everything else is.
