When standing registration doesn't apply
IRP apportionment and standard state registration are built around regular, predictable lanes. A one-off equipment relocation — a new truck being delivered to a terminal, a piece of equipment sold and moved out of state — often falls outside that structure entirely. Several states address this with an unladen or 'hunter's permit,' which lets an owner-operator move an empty tractor across jurisdictions for a limited window, commonly around 45 days, without full IRP registration.
Avoiding the delay of a full registration process
Full registration changes can take weeks to process through a state DMV. For a single move, that timeline doesn't fit — temporary registration is built specifically to authorize the move without forcing a carrier through the full registration cycle for equipment that isn't going to run that lane regularly.
