What ACI eManifest actually requires
CBSA's eManifest program requires carriers, and in many cases freight forwarders, to transmit advance cargo and conveyance data electronically before the shipment reaches the border. For customs-cleared shipments, PARS (the Pre-Arrival Review System) lets a broker or importer submit release data ahead of arrival, tied to a unique Cargo Control Number, so CBSA can pre-screen the load before the truck is anywhere near the crossing.
Why the advance window is the whole point
The one-hour advance filing requirement for highway carriers exists specifically so CBSA can flag a shipment for exam or hold before the truck is sitting at the primary inspection line — a late or incomplete eManifest filing defeats that purpose and is one of the most common reasons a cross-border load gets delayed at the crossing itself.
