The Department determines whether escort vehicles must accompany an oversize/overweight load by considering the roadway, load dimensions, public safety, and time of transport. Two or more permitted oversize/overweight vehicles traveling together must be accompanied by at least one escort vehicle per load.

An engineering analysis is required for any overweight permit application exceeding 250,000 lbs. Maximum permit weight for a group of axles is calculated as W = 1.5 × 700(L + 40), where L is the distance between the centers of the front and rear axles of the group — measured axle widths are rounded down to the nearest 3-inch increment to determine the applicable table.

Instead of single-trip permits, Arizona issues 30-, 60-, or 90-day registration permits to commercial vehicles currently registered in another state, jurisdiction, or country. The fee is based on declared GVWR, vehicle year, and permit period; weight may not exceed the declared GVWR while operating in Arizona.

A fuel permit is required for diesel-powered road vehicles or combinations with a GVWR over 26,000 lbs and more than two axles. Permits can be purchased online, through a national permit service, by mail, or in person at ports and commercial permit locations.

Weight violations are a Class 3 misdemeanor.

Loads not over 10' wide, 14' high, or 10' rear overhang may travel continuously. Loads up to 14' wide, 16' high, 120' long, and 250,000 lbs may travel on the Interstate and specified state routes from 3:00 AM to noon on weekends. Oversize movement is not permitted during New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, or Christmas Day.

During nighttime operations, all oversize vehicles must display red warning lights at the four corners of the load's extremities and on any extension beyond those corners. Overwidth loads 9' or more wide must display "OVERSIZE LOAD" signs 6' long by 1' high, with 6-inch black letters on a yellow background with a 1-inch brush stroke. Oversize vehicles must display 18-inch square fluorescent orange or red flags at the four corners of the load's extremities and on any extension beyond those corners.

Solid rubber tires must have rubber at least one inch thick above the flange around the entire periphery. No protuberance other than rubber may project beyond the tread, except for farm machinery, chains when required, and studded tires from October 1 to May 1. Major tread grooves must have at least 4/32 inch depth on steering-axle tires and 2/32 inch on all other tires.

Class C permits are valid for four working days and only on state and interstate highways — transporters must separately confirm authorization for roadways outside ADOT jurisdiction. Loads not meeting Arizona Administrative Code R17-6-411 (Tables 3.01–3.09) require an engineering analysis fee of $125 per 50-mile increment, which must be paid before the analysis is performed and can take up to two weeks; incorrect certified weights may require a second (and separately billed) analysis. Loads over 250,000 lbs, over axle weight, or exceeding posted bridge weights are reviewed by the ADOT Bridge Preservation Services. An "Easy C" Mobile Home Permit is available for units not exceeding 16' wide, 16' high, 120' overall length, 80,000 lbs combined GVW, and within statutory axle group weight limits.
